ARP cmp was never a BCPL program! It uses arp.library and it is quite possible
that the last official arp.library is non-functional on OS4. But with a
replacement it would be easy to make programs requiring arp.library work
again.

The name conflicts with "cmp" in the my OS4 SDK:local/C directory. Maybe it
should just be called "compare" or similar.
