As written in the user documentation, the application makes use of the following speed units: 
- KB/s, kilobytes/second, 1 kilobyte = 1024 bits 
- MB, megabytes, 1 MB = 1024 KB

The application works well and as designed! 
 
The Connection rank field is calculated on the basis of the current Max download value, so 1604 KB/s approximately corresponds to / is ranked like a 2 MB Cable/DSL. 
Internet service providers claim teorethical speeds which are not always possible.

My connection is 20MB max, getting about 14.4MB 
 
2MB would only give a max download of about 190KB/s.
