That's because it should be installed in content/packages/. 
 
As an example, the content directory of my uqm installation looks like this: 
content/packages/uqm-0.7.0-content.uqm 
content/addons/uqm-0.7.0-3domusic.uqm 
content/addons/uqm-0.7.0-voice.uqm 
content/version

Unfortunately, it cannot load uqm-0.7.0-content.uqm from content/ directory. AmigaOS 4.1FE
