CD SDK:local/newlib/lib 
MakeLink SOFT libbz2.so libbz2.so.1.0

It works fine here on my AmigaOS 4.1 FE install (MakeLink V53.3). 
 
IIRC some older versions of MakeLink had broken relative soft link handling so if you are using one of them you might want to specify the complete path to the target or cd to SDK:local/newlib/lib before issuing the MakeLink command.
